GR: Disambiguation of Section 4.1.5 of the constitution



Hi folks,

	Two years and 45 weeks ago, a pair of proposals were bruited
 on this mailing list; the details are available in the archives of
 debian-vote, and debian-project, circa October 2000. The proposals
 themselves are available at http://www.debian.org/vote/.

	This issue is the second of three major issues pending for the
 secretary to handle when I took office, and I suppose it is due time
 to start, now that debcamp and debconf are long over.

	I must confess I am not looking forward to this, since I am
 intimately involved in one of the proposals, and I am afraid that
 this issue is likely to invoke high passion from proponentns of
 either alternative (which is an attempt to explain, though not
 excuse, my foot dragging on this GR). Oh, and I haven't coded up the
 new vote counting protocol we agreed upon yet.

	Any, Please consider this issue reopened, and after a
 discussion period, when people have agreed upon any modifications
 that need be made to the proposals, we shall enter the formal two
 week discussion period, and then vote.
