It is already full of good ideas from Martin Schulze and Raphaël Hertzog. Many of them require skilled people, but some are accessible to a new developer or even an average user. If you are looking for someone to do a specific task, if a group you belong to is missing manpower, or if you want to be marked as having started a task, just write to me or report a bug against www.debian.org, I will do my best to keep that page up-to-date.
