Debian 2.0 will implement FSSTND (not FHS)

A few days ago the FHS 2.0 (successor of the FSSTND) has been released.
(Check out http://www.pathname.com/fhs/ for details.)

The migration process from FSSTND to FHS will affect every single
package, for example, the following directory paths will be changed:

    FSSTND 1.2 location      FHS 2.0 location

    /usr/doc             ->  /usr/share/doc
    /usr/man             ->  /usr/share/man
    /var/spool/mail      ->  /var/mail
    /var/lib             ->  /var/state
    ...                      ...

There was a wide consensus on the debian-policy mailing list that we'll
_not_ switch to the FHS for Debian 2.0 (aka hamm) because we could not
keep the release deadline otherwise. 

However, we are planning to switch to FHS 2.0 _after_ "hamm" has been
released/frozen. We'll use the time until then to discuss the technical
details of the migration process. In addition, all future policy changes
will be made with the FHS migration in mind.

Note, that we'll not implement the FHS completely as we'll definitely not
move /var/lib/dpkg to /var/state/dpkg ! However, we'll document all
such exceptions in the Policy Manual in detail.
