That is probably the biggest plus. "Leaving your picture as-is" is
the other, IMO.

AFAIK, no. But that is also not its purpose.
jpeg2ps can also be found on CTAN, and at least there an accompanying
article by Thomas Merz explains it in reasonable detail (German only,
though).
