Either config.status is a file, or it isn't.
If config.status is a file "test -f config.status" will succeed.
And, make will continue.
If config.status is not a file ./configure will either succeed or fail.
If ./configure succeeds the return code for that line will be 0, and
make will continue.
If ./configure fails then make should fail.
