No, the problem is not in new packages or in the number of opened RC bugs.
the problem is that too few RC bugs are closed! In fact, a fair number
of packages with RC bugs are not new at all (I'd quesstimate at least
50 %), and some of the RC bugs are very old.
Most new packages don't get RC bugs.
