I only put such an entry after looking in the upgrade-checklist for every
item...
BTW, I think that the upgrading-checklist is being handled wrongly since
some time. It shouldn't be a changelog, and now you can see lines like
"moved X paragraph to Y" =(. It should only list real package changes due to
policy changes in thos policy revisions.
