Some people have 3 keys, some people have 2 keys and all the GPG (DSS)
keys are included in that count.
Right now all these people can vote multiple times - part of this
excersice was to deal with that problem. After the current votes are done
it looks like Darren and I will try to move the vote system over to
GPG+LDAP so each developer gets 1 vote.
