Yes: go to http://www.debian.org/ for the welcome page.  All of the
necessary information, including installation instructions and a list
of ftp sites will be found from there.  There may even be a list of CD
vendors on the site; I can't remember offhand.

You might consider waiting for about two weeks, as Debian 2.1 is due
to be released in the first week of March.
