It already exists.  The problem is that *everyone* can control bugs in the BTS.  Spammers unintentionally closing bugs is not the problem, it's just one of the possible symptoms. 
What you basically suggest is waiting until the problem displays more symptoms, causing significant damage.

What I suggest is a solution that IMO doesn't cause unproportional trouble for people who need to control bugs in the BTS.
