Hmmm, normally you install a newer version which has to handles upgrades.
Thus you should put the manually edited configuration in place *before*
and let dpkg do the rest as it does with manually edited config files.
IMHO this would increase the probability of a working config.
(This does not mean that I'm sure that this is a good way at all - just a
remark to the right sequence of doing this ...)

If you ask me I'd prefer a tested tool like cfengine over the manual
approach you described above.
