That does seem wrong, since that package does exist and is in
bugs.debian.org's Maintainers file. However, why don't you (after filing
a bug against reportbug ...) just report the bug by sending a mail to
submit@bugs.debian.org as documented in
http://www.debian.org/Bugs/Reporting?
