If you get a make disted tarball, you can expect to not need to regenerate
autotools stuff. If you get it from CVS or some development source, you can
expect to have to generate the autotools stuff. While it is recommended
that they are not kept under version control, it is also recommended that
they are shipped with distributions of the software.
