I don't think so. Technically, there's nothing you can do with the foreign language bugs in the BTS, that you can't do with the bugs in a separate BTS. Trivially, you can just mirror both BTS'es onto a single machine, and do some renumbering. The only question is what things will work immediately, and how much effort various features will require.
