I think you missed the real point of a changelog, ie.
"what was changed in the program to fix the bug?" Well, at least
this is the point of the Debian changelog AFAIK. *Major* changes
are also sometimes documented, but in most part are left for
the upsteam changelog (which hopefully exists!).


Now, to really check if the bug is fixed one must 
try to reproduce it. There are way too many "Fixed bug...", followed by 
"Really fixed the bug" and a few hours/days later,
"Really, *really* fixed the bug, promise" uploads :)

The question "when?" doesn't apply since the bugs are
"fixed" when the new file is uploaded and accepted.

Needless to say, this changelog is clearly unsatisfactory.
