That does not answer the questions.
Yes, there was a transition plan for C++ which urged developers to
recompile quickly their packages for the new ABI. You may want to
search the debian-devel-announce list for the transition mail.
And yes, there are still some packages that are not recompiled
or have not yet entered the testing distribution.
I am not aware of any uptodate overview about which packages still
lack the proper C++ ABI. But all of these packages should have bug
reports. You can look up bugs quickly at
http://bugs.debian.org/<package name>
