Why gimp-print and cupsys aren't in testing

Hi Roger,

while looking for a different issue (the flex thread) I noticed your 
"gimp-print/cupsys migration to testing" question.

The problem is cuosys, gimp-print and gs-esp have to go into testing at
the same time. All three are ready but the testing scripts are too dumb
to recognize that it's possible to move them into testing. As happened
often before your release manager has to manually tell the testing
scripts how to handle this issue.
