It hasn't really, as far as I can tell from that bug report. It's just
been mitigated for a while:
* Double default value of APT::Cache-Limit, until such time as it
can be made more dynamic. Closes: #178623.
(I hope there's still an open bug report somewhere about this so that it
isn't forgotten.)
