	I disagree. It is always a good idea to require proper
 information about why a problem report is closed; this allows people
 who read bugs-dist to weigh in with help or provide better solutions,
 or document the change when the BTS has retired the old bug, or to
 retain the change information in the changelog, not in a remote bug
 repository.
