With repeat_lang="LOCALE", menu use the LOCALE environment variable. Why
use /etc/environment instead ?

The current problem is that not all window managers support
menu file in every charsets, neither iso8859-1 and UTF-8 are always
supported.

Our roadmap is:
1) Gather data about which wm suppoort what encoding
2) Provide a way for menu-methods to specify charset they support.
3) make translations the default.
