and I hope to add debconf support for database and project setup very
soon. From the package control:

CVSTrac is accessed via HTTP, and is capable of running as a CGI script
or as a stand-alone service. In addition to trouble ticketing and
associating tickets with changes, it contains a wiki and a search and
reporting facility.
