I thought the idea was that bugs for stable should have the
"woody" tag added, and not be closed.

That way future people can see that the bug report has already been
answered.

(Somebody just submitted a bug against one of my packages recently, a
bug I sure I had sign before; it took considerable time to identify
that: a) the bug had been submitted beforehand, but had been closed and
archived, and that b) despite the obvious, it probably isn't a bug in my
package; I don't know why you would want to be in such a hurry to close
the above bugs...)

Is there a BTS tag for not-a-bug, for keeping track of issues
that users report that aren't bugs? (sorry, I don't have time to check
now).
