C++ transition stumbling blocks?

I took my time to look up on what is pending in the C++ transition,
and I've noticed that most packages are still waiting 
for libqt3 to go over to new ABI, 
and libqt3 is still waiting over X, 
and X is confused with usage of virtual package name "libgl1".

I received an impression that maybe "libgl1" virtual
packaage may need to be dropped in favor of something like
"libgl1c102", but I have not investigated enough to 
see if that is really necessary or desirable.
