Technically speaking the oldest we've got is #563. :)

Bugs didn't start being archived as opposed to deleted until September
1999 or so, according to CVS. It's not easy to give bug numbers, since
it depends on when the bug was closed and activity stopped, not on when
it was opened, and a number of very old bugs were retrieved from old
archives by people like Joey Hess and IIRC Wichert Akkerman.
