It takes time and resources to write an installer.  Time and resources to
write a packaging system.  Time and resources to maintain a website.  RedHat
already has all of those things.  Does that mean that Debian is bad?

It's true that it will take time and resources to set up a non-free archive.
It's also true that there's no particular reason that Debian should do it.
