Well, I always thought that choice is a good thing.

Unfortunately it does not, or I did something wrong. But it should
be possible to fix that by using an external entity. Or file a bug
against libexpat1 (which is used by libxml-parser-perl).

Uhm, I just saw that there is a bug filed against libxml-parser-perl,
which complains that there are problems with entitites: see #118528.
Sigh... 

It does use various encodings though, according to the man page.
