I think this would be a great idea.  We still need to work out when
debconf notes should be used vs when news.debian should be used.  For
example, I'd probably display a note or error or whatever it ends up
being called on upgrade if I detect that some change has broken the
current configuration of the system I'm installing on in some manner
that the sysadmin is likely to care about and that I cannot
automatically correct.


I would not display a note in cases where the change mattered more to
users than to the sysadmin, in cases where the change didn't
significantly break things or cases where I could work around/fix the
configuration.


On the other hand, I would fold these second category of changes into
a news file.

The news file might also make the lives of people producing release
notes easier.
