The release manager(RM) uses that as input, but that's not the sole input.
Common sense is also invovled.

The RM has access to the RC bugscan data, and can exclude bugs from being
listed.  There are also potato/woody/sid tags, which any developer(including
the RM) can make use of.

Severity is only a starting point.  And, I have plans to separate this
distinction officially, when I have time.
