dist-upgrade does the exact same thing.
I changed my sources.list back to all debian.org servers instead of the
mirrors I had and was informed by -u upgrade that mozilla-browser and
mozilla-psm were kept back (which I'd suspected). I'm still not sure why
it didn't tell me which ones were kept back originally.

I apologize. I did ask on debian-user and no one appeared to have any
idea what the problem was. The one response that I got just said
something to the effect of "Held back means <blah blah>... I would think
that the -u option would list the held back packages."
That, along with the fact that this behavoir is inconsistent with what
apt-get has done in the past, lead me to wonder if it's a problem with
the apt-get package (which, if that were the case, would be on-topic for
this list).
