Currently "no" seems to be used for Debconf templates.  For example,
adduser has "Description-no:" field.  I think we should add "nb" and
"nn" to the script but "no" cannot be removed until we complete
migration.

(I checked the following page
http://www.debian.org/international/l10n/templates/
and I found I have to add many languages.)
