Yes, but that isn't quite relevant, because they couldn't override the
outcome of a General Resolution, and no other Debian officers could do that,
either.
If e.g. Debian as a whole wanted the web site maintainers to implement a
rotating pornographic image in place of the www.debian.org front page, the
web site maintainers would have to do that, too. :)
