I have an impression that you are planning to release this
package into woody.

The worst case scenario is: 

If woody+1 will release with plib version 1.5.2,
as plib1.5. The binaries compiled on woody would no longer work.

I think there is no need to restrict the upper bound to
the version number. There is a need to change the package name.
