Where can I find this tool? 
[timshel@pippin pts/3 ~]$ zgrep chrpath /var/share/ftp/pub/debian/dists/sid/Contents-i386.gz 
[timshel@pippin pts/3 ~]$ ls -l ~ftp/pub/debian/dists/sid/Contents-i386.gz 
-rw-rw-r--    1 aptproxy ftpmaint  4363916 Feb  1 08:17 /var/share/ftp/pub/debian/dists/sid/Contents-i386.gz
[timshel@pippin pts/3 ~]$

Doesn't seem to be in sid (at least it wasn't up to Feb 1 ...)
