Alternatively, you could just not print anything at all, and have a debconf
note saying something like "Please install apt-utils if you want packages
to be configured before they're installed". After all, if it's not an error,
why bother telling anyone?

Along similar lines, you could report the problem once, then touch a
file like /var/lib/debconf/already_told_them_to_install_apt-inst and
never complain again.
