I guess that users following unstable or testing realise that there is
continual development and some changes are more substantial than
others.  There's also questions of mirror hits and so on.  I don't
know a perfect solution.

Then again, users upgrading from stable potato to stable woody would
probably be upgrading most packages anyway.
