Well, I think at this stage I'm going to have to say that the only option
we have for a significant reduction in spam will have to be a white list
scheme w/ moderation. We already have content black lists, etc, etc - it
just won't get the levels low enough. The various schemes people have
talked about seem about the right approach.. 

Aside from the details of actually implementing such a beast, it would
require constant active moderation to get the same level of follow through
that we currently have.. Don't forget we have non-english lists, so it
is not an entirely trivial job.
