I disagree.  Users should be encouraged to send bug reports; the
person simply may not have a clue what a "package" is, and still
should be encouraged to send a bug.  It's pretty easy to just reassign
them to the right package, and they are sufficiently uncommon that
there's really no real problem.

Perhaps if we were getting a dozen such bugs a day, I'd agree with
you.  But right now, the load is really not that high.
