Please read the documentation (the New Maintainers' Guide [1], the Policy
Manual [2] and the Developers' Reference [3]) before asking on mailing
lists for help (in this case chapter 9 of the policy explains shlibs).
If you still have problems after reading this please ask at
debian-mentors@lists.debian.org that is meant for such questions but not
at debian-devel.
