maybe I miss understand you. But I will try to anser...

Now you can say the descriptions of all packages are 50% of the size a
normal packages files. [1]

The size of the translation is maybe 0-30% bigger. The .mo file
include the orignal and the translated description with some empty
lines, some 'msgid', 'msgstr' and some commnents. 

The size is like the normal Packages file (100-130%), if you have translated all
Description to one languages. 

We will put one languages in one .deb file. If you will only english,
you need not download this deb. If you will use only english and
german you need only one of this deb's (and not all the other
translations)

I don't see a problem. This description translation has the same
scalability issues like the apt Packages file. But you must not
download this file all the time. Description are changed, but not all
the time ...

    $ grep-dctrl -s Description .  sid/main/binary-i386/Packages
