ITP: kernel-patch-tekram-dc3x5 -- Support Tekram DC3x5 SCSI host

I send it manually again since it seems like my ITP wasn't posted to
debian-devel even though I used the X-Debbugs-CC: header. For reference
the bug number is 109916

======
Package: wnpp
Severity: wishlist

URL: http://www.garloff.de/kurt/linux/dc395/
License: GPL

This is a kernel patch to support SCSI host from Tekram, the DC3x5
series, specifically DC315 and DC395. Both are based on the TRM-S1040
chipset.

The author does not intend to incorporate the driver with the official
kernel at this time due to problems that are still unsolved, yet the
driver is mostly solid and I've been using it for my CD-RW with no
problem for over a year now.
======

My query is whether I should actually upload this kernel patch to the
debian archive. I use it and it works for me, but the upstream author
says there are still some unsolved problems that may cause data loss.

I've been unable to find any guideline (and no policy) that refer to
kernel patches. The kernel patch dh package (dh-kpatches) has a proposal
for such a policy but it is incomplete in exactly the section on what is
worth uploading to the archive.
