Because nonUS is and should be distributable within the US.

If people in France can't use crypto, then you sell then the Binary-1 CD.
People in the US can use crypto, so they buy the Binary-nonUS CD.
People (almost) everywhere else can use crypto, so they buy the Binary-nonUS 
CD too (but not from the US).

If CSS is added to nonUS, then nonUS would not be available to anyone in 
the US.

I don't think the US users would be very happy with that situation.
