Unless someone is tampering with the file the Packages.gz file is
worng. Try

dpkg -i  /var/cache/pat/archives/msn-...

if you like the risk.

A good way to create a correct Packages.gz file is to use
dpkg-scanpackages and dpkg-scansources for the Sources.gz.
