I think his point was that the at the top of the first page of the
database it says `GNU packages' even though there are or will be a
lot of non-GNU packages in the database. There will even be packages
with licenses that are not compatible with the GPL in there.
So the head `GNU packages' (although currently correct it seems, I
can't find anything non-GNU in the list) should be changed to something
like `Free Software database'.
