It's actually pretty simple - we were discussing it, and trying to figure out exactly what's going on, usually we discuss such changes on the bug before, or at least explain the comment to the bug (three words in a control comment doesn't cut it, and may not be sent to everyone) Something like: "I've changed the severity to 'important' due to the potential issues regarding accessibility with regards to people who are sight-impaired." important issues may not be release-critical, but they're, well, important.
