Bug#587668: The Debian open logo with "Debian" is not compliant to the Debian policy

I can't say I understand these bugs either.  These two files have the
swirl and beside it is written Debian.  Okay, but the cited non DFSG
free logo license covers a specifig version of the logo with the text
"Debian" written under it.

Now, to my understanding, if I take the non-free OpenUse Logo, cut the
"Debian" under the swirl and paste it beside the swirl, I obviously have
a non-free logo.

But if I take the full free Open Use logo (the one without text) and
write Debian on the side of the swirl, I come up of the very same
graphic.  But as my "Swirl sided by Debian" graphic is based upon the
free version, my version is also free??
