No. But again, I don't see why that would need to be under the desktop-base umbrella. Create whatever desktop-base-kde you need, but that doesn't need to have a desktop-base agreement, afaik. I don't know how it works in KDE (nor in GNOME or other DE, tbh), but for Xfce *I* pull (Recommends + xfce-task) desktop-base package to get debian branding, not the opposite way.
