While DSA hasn't yet sorted this out with the hosting provider, I've
reduced the maximum patch size to 5 MiB, deleted the larger patches
(freed 122GiB), added instructions for recreating missing large
patches and re-enabled the cron job. Hopefully this will last long
enough for more space to be allocated.
