An update to the situation: popcon 1.60 introduced OpenPGP encryption
for submissions, preventing derivatives from reading submissions.
popcon 1.61 will fix that by allowing derivatives to drop a file into
/etc/popularity-contest.d/ to declare additional servers that popcon
submissions should be sent to and additional OpenPGP keyrings that
popcon submissions should be encrypted to. The details for how to do
this are documented in an update to the FAQ. Once popcon 1.61 is
released I will update the derivatives guidelines with what to do and
a link to the FAQ for how to do it.
