inconsistencies between Depends and Build-Depends

Hello Don,

The Build-Depends and Depends fields of libdebbug-perl are inconsistent.

This is a diff between the two:

I assume that some of the - are for packages only needed to run the tests.
However libtext-iconv-perl and liblist-allutils-perl are needed, and
liblist-moreutils-perl is spurious, and there is a duplicate libtext-template-perl

Probably we should add a substvar with all the libdebbug-perl perl dependencies and
use it for Build-Depends too.

Also the package is declaring
Testsuite: autopkgtest-pkg-perl
but this has no chance to pass in the current state of the package.

I will need to upload 2.6.2 to remove the test suite.
