With https://salsa.debian.org/debbugs-team/debbugs/-/merge_requests/19
the build is again passing and Lintian errors fixed, and Salsa-CI
would be passing if it had been merged.

The master branch has still build failures though and they are not
evident to maintainers and contributors because the repository does
not have Salsa-CI enabled. There are no email notifications about
failing builds and
https://salsa.debian.org/debbugs-team/debbugs/-/pipelines and is
empty.

Please consider enabling Salsa-CI for this repository to catch
regressions early and to help maintain overall good code base health.

I think it must just have been configured after the most recent push,
because when I went to try to configure it I found it was already
configured.  I hit "Run pipeline" manually and now
https://salsa.debian.org/debbugs-team/debbugs/-/pipelines is non-empty.
